Fixed a Static Value to Get data In Oracle Apex 5

Now I am going to describe about a Fixed static value by which we can retrieve data from database by Select List, Popup Lov.
Here I show an example too.
1. First Create a item with  Select List /Popup Lov and set a static value in Default option Default value.
2. Then make a query like this

    select 'ALL' ret ,'ALL' dis   from dual 
   union all
   select column_name ret , column_name dis  from TABLE  ;
Now you can get data respecting this query and by showing Static Value.
